Daniels Prefers CIB Solution Not Include Downtown Casino By Eric Berman 4/10/2009 Governor Daniels calls a casino in downtown Indianapolis "the least attractive option" for bailing out the city's Capital Improvement Board. Daniels doesn't flatly rule out a casino, but he says he'd rather see a package of local taxes or spending cuts. Without mentioning Mayor Greg Ballard by name, he made clear that's where what he calls "a menu of self-help options" should come from. "Do the following thought experiment," Daniels suggests. "If this were a serious problem in South Bend or Terre Haute or Evansville or Loogootee, no one would say, 'Tell them what to do.' That community would come forward and ask for assistance of some kind. That's what should happen here, and I think I begin to see that." Ballard has said he'll lay out a plan next week, and Daniels says that has him optimistic there'll be a solution. Legislators have suggested local income taxes; increased taxes on hotel rooms, restaurant meals, rental cars and stadium tickets, or rerouting more sales tax proceeds from downtown to the city. The governor is firing back at critics who say he should have included operating costs in the deal he brokered to build Lucas Oil Stadium. Daniels says the stadium didn't create the CIB's problems -- it just accelerated a run of deficit spending that had begun six years earlier.
